Because the Local Government (Miscellaneous Provisions) Act 1976, which sets out the general rules for taxi driver and vehicle licensing, and the variations in the rules which a local authority may make, specifies that a licenced taxi driver must be at least 21 and have held a full licence for at least 12 months.
The reason is that taxi drivers are generally in much closer contact with their passengers.
Also, driving a bus at 18 is not the norm. Unless the learner PCV driver undertakes a particular government training scheme, the learner must be at least 21.

Because of concerns of public safety and standards of service, minicabs (also known as private hire vehicles (PHVs) ) became regulated.
When this happened PHV drivers working for London based operators had to obtain a PHV drivers license from the PCO. Various conditions had to be met for new drivers, including having to be aged over 21, in order to be granted this license.
Outside London local authorities issue taxi and PHV licenses and have differing rules. PHV drivers from outside London may still pick up passengers in London.
There are restrictions for bus drivers under 21.
